The foundation was established in 1994 to build and advance the economic, vocational and social standard of the Malaysian communities irrespective of race or religion. In tandem the foundation programs have been to enhance the socio-economic status of certain demographic groups by developing programs to facilitate their empowerment, be it via direct financial assistance or creating opportunities for business activities via skills and aptitude development.
The foundation also played a role in offering welfare/aid to those who were unable to obtain help for some of their basic needs due to their inability to approach the right people or organizations.
Through its presence in helping to tackle poverty, the foundation partnered poverty eradication initiatives, working alongside organizations and individuals, by providing accessibility and networking.
While the immediate focus of the foundation’s work is within the country, it’s long term vision is to be a global partner in initiatives cantered around improving lives of people with grassroots engagement and bridging the roles of private sector organizations and government departments or agencies all over the world.

The core values of the foundation which guide its decisions and actions are transparency, adaptability and working for the common good of all citizens, irrespective of class, creed, religion or race.

Present Positions
Vice President , Asian Centre for Leadership and Civilization. Under this institution we want to have a synergistic partnership with an appropriate Indian organization or agency to design education modules and syllabi based on Vedic thought and practices. For this venture, we look up to the Honorable Prime Minister of India for his futuristic leadership on Hindu thought and scholastic approaches tailored for the next generation’s educational revival.
Andre has spent over a decade working alongside CBF on empowerment projects, particularly in sports and education. With a strong background as a trainer, consultant, and project director, he has successfully designed and executed programs that empower youth, athletes, and underserved communities. Having been invited to formally join CBF’s leadership, Andre now leads as CEO, tasked with expanding the foundation’s reach, modernizing its systems, and forging new collaborations locally and internationally. He is committed to carrying forward the founder’s vision while ensuring that CBF operates with professionalism, accountability, and sustainable impact.
Zhaky Hashim is a seasoned executive with experience in business development, eco-tourism, engineering, and humanitarian work. He has led international partnerships, spearheaded relief and empowerment programs through Yayasan Sinar Malaysia, and currently mentors innovation at the China-BRICS Science and Innovation Incubation Park. Fluent in English, Malay, and Indonesian, Zhaky is recognized for his strategic planning, crisis management, and negotiation skills. At CBF, he drives long-term strategies and collaborations to ensure the foundation delivers sustainable impact in line with the legacy of its founder, the late Datuk Seri Palanivel, under the guidance of Datin Seri Kanagam.
